No, actually, it isn't. Since when does "P" make an "O" sound? It originated as a typo from owned (see how easy people can make that mistake because o is right next to p on the keyboard?) and people decided to stick with it. But I guess you are too noob to know that.

This all is quite easy, Newb is someone who's new to the game and therefore not knows how the game works and is not doing great because of it.
On the contrary, a noob is someone who has played the game for a long time but still doesn't know how to play the game and therefore has no excuse to play bad.
Although I disagree to call people in LoL noobs because if you die at the start you could get underpowered against the others, wich makes you less effective and die more, so unless you played multiple times with a person you can't say someone is a noob as they might just not have their game.

There is no such thing as skill, because there is always some asian kid that'll beat you.

Someone who sucks at sth, denies it and doesnt believe that he sucks. A noob expects other people to do the work for them and has a lot of excuses for sucking. And probably calls other persons noob too.
So basically you won't be a noob if you admit that you just suck if you really do.
