The point is to capture and defend, so basic strats and builds will focus around movement more than damage IMO. But with newer items, players will be able to mix and match things that wouldn't make sense for summoners rift.

with fort and tele gone are they gonna add promote and garrison in their place for masteries?

They're still in the game just not "in" the game.
Probably going to add a defense and offense mastery for them though.

Promote mastery could take teleport's spot too, seeing as it's the same icon and everything lol.
