Tempest's history is unknown. What is known is he is a powerful Shaman capable of harnessing the power of the elemnts in the palms of his hands.

Shamanistic Rage (Passive): For every point of Fury Tempest gains bonus attack speed. Reaching 25 Fury Tempest gains bonus movespeed. Reaching 50 Fury Tempet's abilities generate an additonal 5 Fury. When at 100 Fury Tempest becomes enraged gaining an additional .35 AP per point of Fury and harnessing his bonus attack speed. These boni remain for 10 seconds regardless of how much Fury Tempest has. The bar then resets to nothing.

Lightning Strike (Q): Tempest's next attack is charged with electrical energy dealing 30/50/70/90/110+( .35% of AD+ .25% of AP) as bonus magic damage. The target is then marked with a Shaman Sigil for 10 seconds the mark stacks 3 times. Generates 10 Fury ((Needs a shortish cool down))

Earthen Grasp (W): Passive-Tempest gains bonus armor and magic resist. Active-Tempest sacrifices his defensive bonus for a short period of time allowing his auto attacks to slow enemies hit, the slow stacks lasting 3 seconds which is refreshed every application. ((Active has a medium length CD))

Fulmination (E): Tempest activates the active Shaman Sigils on nearby targets dealing 10/20/30/40/50x (Number of Sigils on each target)+45% of AP as magic damage.

Elemental Wrath: Tempest gains 25/50/100. While Elemental Wrath is active Tempest recieves improved health regen, and bonus 25/50/75 AP and 15/30/45 AD for 15 seconds. (As well as his other passive benefits)

Blah we don't really have a shammy in LoL...Or anything I would consider a shaman.

lolwut

Passive gives MS, AS and 35 AP for 10 seconds when you're at 100 fury. that might be OK because it's hard to get to 100 fury, but my guess is his ult gives 100 fury, his Q gives 10, and his attacks give 5 each (like Renek or tryn) So whenever you use your level 3 ult you're gaining HP reg, 110 AP, 45 AD, MS, and AS. Woah. Plus, since getting fury gives attack speed and attacks give fury, you could build like a Guinsoo's on this guy and it would be GG.

If you have 200 AD and 200 AP, your Q only has 120 bonus damage. You need to buff up those ratios.

W has a bad active simply because it's doing a job other things can do (red buff, frozen mallet, etc.) I would try and think of a more interesting active, though I do like having to choose between defense and offense in that ability.

E needs better base damage (at level 1 with 20 AP and 3 stacks on a target, the spell does 39 damage, less than an auto attack.)

Otherwise, I love the idea of a hybrid champ with fury (AP/AS FTW) and Shamans (Shamani? Shameese?) are awesome.

Yeah it was just a basic layout of abilities. I'm not good with numbers XD. Glad you like the concept.
