At low elo EVERY champion is viable. At low elo victory is determined 100% by player skill. Team comp and picks practically mean nothing at low elo. Stuff like that really only applies to 1600+ elo (it helps to have good team comp at any elo, but only becomes truly necessary at around 1600+).

Vlad is quite good, despite nerfs. He has one of the greatest lane sustainability early, and his ult is really good for burst nuke teams

I should start with boots + 3 pots if the lane isn't much hard. If it is, I'd start with Amplfying tome and pot. In the first back, I usually buy Hextech revolver and go for Rabadon. After Rabadon I should buy WotA (hextech revolver + WotA = 40% spellvamp) and Rilay's. After rilay, I rush Spirit Visage and go for Void staff. What do you think about this stuff? Thanks mates.

I know that low elo victories are determined 100% by player skill, the problem of that is your teammates. Junglers who don't gank, pick Mordekaisers on top lane and RAPE an Udyr, feeding in mid lanes... Your influence in the ranked games at low elo is 20% (100/5).

I'd rush WotA. It's kinda OP right now. Then build Deathcap after.

he is viable alright but i dont believe he can carry as hard as he used to
if u wanna stomp low elo go ori, brand, noc, urgot or sth like that that stomps early or scales rly well into lategame. i would go for the early stomping though because that will make the enemy team rage leading to bad plays on their parts^^
imo twitch is great for low elo because ppl just dont know what to do against him^^
