Vlad is always gonna be pretty good... troll pool will always be great, and his sustain is off the chart with WOTA and SV. Add a Haunting guise in there, and you're gonna be pretty set. Although the vlads I've faced haven't done **** to scare me lately. His ult is pretty avoidable, and I always get QSS for the characters I play. So to me, he's not a game changer at all. But for moronic people who can't spec properly, he's a terror still. He was a little OP before the nerfs, and I think he was too easy to handle for the amount of payoff you could get from playing him.

I'd rush WotA. It's kinda OP right now. Then build Deathcap after.
Truth.
Ionian + SV + Flat CDR runes + 9/0/21 Masteries = 40% CDR. Most people think this is most important for the Q. While it is important for that the 40% helps all your abilities so much. 8 sec SP. Spammable Q + R for DEEPS. And your R comes off cooldown before you even realize it.
He does not carry like he used to but he is a great poke and annoy champ. Keep them damaged till your team can attack. Many enemy players at that level will try to jump vlad because he is annoying... and others will join them because they think they can kill Vlad. Vlad still has that almost Teemo effect where EVERYONE still hates him and want to be in on the kill of a Vlad. Only Teemo doesnt have an escape like Vlad does.
And while those 3 in mid are trying to kill Vlad they don't realize the rest of Vlad's team is about to pop out of the bushes and annihilate them.
