I thought Singed was allied with Noxians.
Even Rammus showed up as a Noxian combatant when there was that whole Demacians VS Noxians riot battle event when lead to the creation of
Ionian Boots of Lucidity.
And great, I must have skimmed it when reading Sivir's lore... ._.
edit: Yes, Singed is a noxian ally. He was the apprentice of Warwick, and nothing on his story indicates that he has changed affiliations in any way.
The Crimson Elite will definitely compose of:
Katarina, Singed, Swain, and Talon.
The 4th remains to be determined. Candidates include: Urgot, Sion, and Warwick
Cass isn't really a Noxian military member. Just a blood relative to Katarina.

I'm pretty sure they'd execute Sivir if they caught her anywhere close to Noxus. Military States never take desertion kindly.
Mordekaiser is "Noxian" to an extent since he first appeared in Noxus, but he already has a huge amount of skins.
So I guess they're planning to release champions to add to Noxus...
