its a better buff then before and the heal isnt that bad either^^
just lvl it depending on lane now
if winning get Q to simply kill them if u need minor heals + alot of mitig
imo you wont need those heals botlane anymore anyways cus i just see wriggles lantern get more popular as an answer to the heal nerf (sustain still op^^), I added wriggles lantern to my repertoire just to have the ability to afkfarm-win my lane bot
the heal nerf just gave the wriggles/early lifesteal a pretty big buff imo

I actually think this will turn out much different.
Currently, they changed all the passive supports so they have much better offensive application, and their passive traits are virtually nonexistant. Take, for example, soraka: all her passive traits were nerfed (mostly her mana + heal combo), but her offensive traits were buffed SO much. Her silence is among the most powerful silences in the game, with crazy amounts of upkeep. Also, her starcall can do consistent and powerful harass.
What do you think soraka will be doing in lane, from now on? She'll be focusing more on silencing (much in the ways of taric stun), starcall harass, and healing from time to time. The heal will probably be very insignificant compared to soraka's new offensive capabilities.
Now, with sustain gone, people are saying "Alistar and janna, the two most powerful non-sustain supports, will reign supreme!" Though this may be partially true, I believe riot is correct: these champs have low sustain, but fantastic offensive prowess. Which, by the way, can be found in other champions as well - lux, blitzcrank, and maokai to name a few.
So, to conclude: I think that the support role won't be limited to janna and alistar, like most people predict, but the horizon will actually be widened to include champions like leona and shen.
