It's generally not worth rushing Deathcap since it doesn't give that many stats for the gold cost.
ROA is usually best in solo que. Only if you're playing with teammates you know can protect you should you should rush Deathcap.

Rush a deathcap in solo queue pubstomps. If you want to end the game quickly(pretty much: if you are playing annie) you should rush a fast deathcap for a ****load of AP and burst that just can't be matched mid game. However, casters who rush RoA are going to have a much greater impact later on. Rushing a deathcap is pretty much a high-risk high reward build. I do it every game as annie and cassiopeia, most of the time on brand, and prefer to rush RoA on all other casters.

But I find it hard to do anything (well, hardER) in solo que without a little bulk. You just get focused and die when your teammates don't bother assisting you.

I wouldn't really judge it so much as a choice based on what you're que'in or who with.
Base it game by game. Are the enemies squishy? Cause Deathcap barrels on squishies is like 50% of their life if you get it early and have sorc boots.
Are they able to walk through your death cap barrel and get to you? You might want that RoA.
Just depends game per game, gotta evaluate it yourself.
RoA's stats don't impress me too much, so I'm always going to advise slightly against it.
