You really need to do your homework before saying stuff.
Vladimir is still a good champion. He still gets used in tournaments occasionally.
But he wasn't a constant pick, he was a strategic pick; exactly how Riot would like all champions to be.
When Riot starts getting closer to total balance, we'll be see more and more unique and creative team compositions in tournaments. Fewer champions will be an insta-pick.
Bans will either be easier (because there are fewer OP champions) or more complicated because you have to ban who the enemy is good at or what hurts your strategy instead of what's blatantly OP.
