~2500 mana is a must late game to have good defile uptime. You don't really need a RoA except specific exceptions like carrying the team or roaming which would be a really dumb thing to do. I've seen many noobs taking Karthus and buying boots first. They had to go b every 1 minute, literally. Anything else but mana sapphire or mp5 is a bad choice. Next voters please play the champions before or even be level 30.
Nice job down-voting my builds just because you rage about people disagreeing with you. And no, as karthus you shouldn't go oom in the laning phase with just one or two points in defile.
But I don't think you really care anyway, you care more about "getting back" at people who honestly dislike your builds. You are sad, bye!
Once again, too much gold spent on mana. You're better off taking an early RoA. Also you don't have boots @ level 1 which is required in plenty of match-ups in mid.

you seem like a Good Karthus player. I have a question: Do you believe in a 21/0/9 Karthus? Do yah?
You mean like a Lich Bane, Trinity Force, Hextech Gunblade etc. Karthus?
If not, 9/0/21 fits a lot better. :)
