As long as QSS came out, I've been successfully countering Mordekaiser's ulti with it. I doubt it was ever bugged.

That's because Aegis is an extremely good item for the cost. BV is pretty much reliant on the spell shield to justify its cost, and considering the spell shield can be burned by AOE effects, it's unreliable at best. It's not at all difficult to pop the shield prior to an actual teamfight.
