I think what you should do is make it hit a number, let's say 100 / 200 / 300 Magic damage.
And then do a % of bonus HP in true damage to boot. 25% / 30% / 35%
Something along those lines I think would be more balanced and stronger in other ways at the same time.

For a champion with that hard of a nuke, I don't think he needs both a haste and a blind however.

yeah, I wasn't sure whether do add the MS buff to W, but, i looked at contaminate and it also gives a bunch of bonuses as well. Maybe blind is too powerful to add the others with
As far as building warmog's is suicide, well, that's sorta the point... Right now casters have 1 item to counter HP stackers, and it isn't that great and is **** late game (dfg).

He's a mage, with great zoning in lane and a support-mage kinda feel later on.
So like Orianna, but a bit more of movement control and also stat reduction.

W: I hate rain.
Makes a large raincloud at target location, speeding up Urg and giving enemies miss chance. While the rain cloud is active, three lightning bolts hit random champions, reducing their armor and magic resist.

inb4 OP, but let's do some math.
NOT COUNTING MR:
If a target's only bonus HP is a Banshee's, this ult will do 262 damage at level 1. However, when everyone's level 6, there's a very small chance of anyone having a Banshee's. BUT, let's say they have a Giant's belt. 300 damage. Sounds OP, until you look at Ashe's ultimate. 250 damage, global, stun, slow. That makes this ult look dinky dee, which, early game, it's supposed to be.
OH AND ALSO you can kill people with this spell. It isn't a percent of their CURRENT bonus HP, it's just MAX bonus Hp.
