The passive seems abit weak imo. also i wonder if the hero is a melee-mage? since steal have 250range cooldown but all attacks have AP as modifiers, also you should have a higher apmodifier for the Q.
Charm is way to powerful as an AP could have 1.0attackspeeed therefore would be cc'd for 10 seconds at lvl 5 which obviously is way to powerful.
R: is way to powerful because it's true damage, would be kind of ok if it wasnt. Also you should lower the %of hp that goes to gold since it will be 300 gold everytime after lvl 6(most heroes have 1000hp and 30% of that is 300). Should maybe be 0,5% of target max hp. which still is 50 gold and is quite much.

E is too strong, you're having a carry do 150% damage against their own team
Passive and Q mean he just farms too well, even if you screw him in lane he just spams spells/attacks on minions and gains whatever gold he might have lost. And if you don't screw him in lane...

Ult does WAY too much damage, look at some numbers before making a champ.
