Blitzcrank is even worse. I'm kinda surprised they made Leona when she's really, really just a weaker, marginally tankier Blitzcrank. She will perform well with any setup that Blitzcrank would perform well in (though, why would you take Leona instead of Blitzcrank in that case? :-/ )

How so? Amumu does way more AOE damage and Bandage Toss is closer to Rocket Grab than Zenith Blade. Her Q is almost a carbon copy of Power Fist (just with suck added to it) and Zenith Blade is similar to Rocket Grab in that it's a skillshot you're going to use for gap-closing.

Gap closer from her to them. She jumps as does mumu. Mildly slow.
Way to reduce damage. Does AoE upon activate.
Ult is AoE damage in a large radius. Can be used during travel time of gap closer.
I agree w/ Caucheka . . . I know the value of a good Blitz or Amumu, I love both of them. In Leona's case, however, the real issue is that she is different than the other two. In some ways better, and in some ways worse.
As someone who LOVES leona, as well as Amumu, I would say that, overall, Leona is probably not as good of a tank as Amumu. Amumu is consistently banned, however, and she is an EXCELLENT substitute.
As compared to Blitz, his pop-up is generally better than her stun, but mostly if built w/ substantial AD. His grab is generally better than her Zenith, but can be blocked by minions. Her ult can be placed, whereas his is simply an AOE around him.
Honestly, though, you shouldn't be trying to compare Leona and Blitz. They should be filling two entirely different rolls. Leona is actually a tank, while Blitz is not. He can be built "tanky", but that is generally not an optimal way, as far as I've seen.

He makes a better tank than a bruiser. Without defensive items, he's extremely twiggy. Blitz's primarily role is disruption, not killing. The longer he's alive, the longer he's disrupting the enemy team.
Leona's only real advantage over Blitzcrank is her ult, and even that is questionable - Blitz's ult does 500 damage in a wide player-based AOE and is on an 18 second cooldown with maxed CDR (and it also periodically zaps some unlucky bastard for 300 damage every 2 sec FOR FREE.) Because there's no delay on his ult, it's also unquestionably better for shutting down people like Katarina, Karthus, Fiddlesticks, Nunu, Galio, etc. But they're different. I'd love Leona's if it simply did more damage, particularly if you did bonus damage for targets that were stunned so they reward good aim.
Leona really doesn't have much of an advantage over Blitzcrank in pretty much any area. She's tankier if you max W first (which means your stun suffers), but that only really matters until both have their core, at which point her advantage in tankiness is lost in the face of Blitz's far superior disruption potential.
But Leona is, overall, in a somewhat solid place. Her ult needs more damage, her W should probably be changed to be half passive (half of the bonus is passive, half is activated), and her stun or zenith blade could probably use a larger coefficient. Her main problem is that she's designed to be a stunbot tank, and Blitzcrank does that role better than she does, so she needs something else (in this case, damage) to remain competitive.

No, I believe her ult needs a shorter CD and/or healing to allies hit and/or larger AOE.

Someone mentioned Soraka with Leona in another thread. Eclipse+Starcall could result in some really idiotic auto-target burst, especially if they had Starcall's MR shred on them before it happened.
