you're first mistake is thinking that you can play one champ competitively. You need to have a solid handle on a large number of champs to avoid getting counter picked and completely dominated. The key to being a good player is flexibility based on the situation, keep that in mind.
I don't really think any specific champ recommendations will work here since you really have to play what works for you. Just try to have one or two champs for each role so that you have some versatility when you need to fill it. For example, if I needed to play a jungler, the champions I'm most comfortable with are
Warwick,
Amumu, and
Fiddlesticks. These 3 champs are completely different in every way and yet they fill a similar role. So basically the tips I can offer are:
1) Find at least 3 roles that you are comfortable filling
2) find at least two champs in each of those roles that your are proficient with
3) request to fill your preferred roles in ranked chat. If someone wants to take the jungle instead of you, you'll still have the ability to confidently play another role in the team.
Of course, if you want to learn the champs that are really viable because of their kits and their stats, then look at tier lists, but I don't recommend this since you'll likely force yourself to play champs that don't really fit with your playstyle.

Ap mid: Brand, Annie, Cassio, Zilean
Support: Alistar, Janna, Sonna
AD bot: Caithlyn, Vayne

Most of these champs work really well in both solo queue and competitive play.
But the best way to become good at this game is to play ALOT and be brutally hard to yourself. Practice last hitting until you can reliably get 5/6 minions out of every wave and don't settle for less. Learn how to play in every lane setup and learn how to position yourself in teamfights; the best way to do this is watch replays off yourself and take notes off every mistake you make.
Being competitive in this game is more then just being good at one champion, it takes a lot off time and dedication and you might want to consider how serious you are going to take this before you continue.

I'm looking to buckle down and begin playing League of Legends on a much higher level on competition; partake in tournaments, etc. I'm having an issue finding a suitable champion to train with though...
I've played at least 80% of the currently available champions at one point of another, and I'm looking to settle on 1 champion to play competitively.
Currently I play Jax and I love playing him, but when what I've read and been told Jax isn't an effective choice in higher ELO matches. I haven't found this to be an issue yet, but prior to playing Jax; I played Twitch and found him to be phenomenal around summoner levels 10-20, but as players advance and wise up (buying Oracles Elixir's, Vision Wards, etc.) I wasn't nearly as effective. I've heard Jax is similar, and doesn't mesh well with many of the top team compositions.
What I'm asking you if to help me find a champion suitable to play at a competitive level, and excel at. What are some of the popular and most effective champions to play at a high ELO level?
I haven't decided whether or not I want to play an Attack Power, Ability Power, Support, or Tank based champion yet, and I'm open to everything.
I've studied many of the top teams, Team SoloMid, Counter Logic Gaming, Defy All Odds, etc and I find many of the champions being played aren't normally played in low rated Blind/Draft Pick Game Modes.
