The problem is that he's not that strong to be hybrid nor has a good defense to be tanky. Skarner is also expensive, so you can buy Akali that is far better damage dealer for less IP.
I see Trundle, Maokai, Orianna and Skarner plenty.
They're all decent champions that get adequate attention. (Though I still maintain Mao's Q is lackluster)
People just prefer to focus on overpowered champions and with 80+ champions, you won't see some for a while out of random luck.
So you didn't see a Maokai in 10 games. Doesn't means he wasn't in other games.

Play 100 more - then list out your win ratio. Then maybe you'll have some leverage. :P

The biggest problem with Akali is that she is always banned in draft games and ground into the dirt in dominion with how many people that play her. I like akali myself but shes not worth running in dominion due to instant ban in a draft match.
Also I always run twitch now, hes just my favourite period.
