Yes, armor because while it may be reduced in effectiveness by LW it still reduces more damage overall because of all the physical abilities that dodge is useless against.
Also note that while dodge is better when they have LW dodge is less effective than armor when they stack flat ArP, which coincidentally is more common in dominion because you already have a passive 15%ArP.
But then again, dodge gets a little more effective with that 15%ArP.. Hmm..
Because of that dodge might actually be as strong as armor seals.
I don't know anymore. Dodge might be worth it if you're stacking armor.

Well, while you sort that out, I'm going to go continue to improve my k/d/a ratio on Dominion without holding my contributions to the team.

The extra bit of moment has been letting him kite and juke better, which is the difference between a well-performing ranged DPS and a dead ranged DPS.
(Except when they rush Entropy or Frozen Mallet - To hell with those things...)
If you just stand there and take it, then you get screwed with out without dodge runes - Though with, the screwing takes a tad longer.
Here's another upside - Armor pen doesn't work on dodge.
Also, what other seals you use? Mana per level? lol, insignificant. Mana regen? lol, dominion has a global regen aura. Armor? trollololol. Hell, maybe I should try attack speed and build a manamune.
