Ahh yes. Patch .126. The tournament patch. Basically that means that Riot didnt ACTUALLY want to change anything because the high elo players are used to patch .125 and they more or less kept it the same so that tournaments wouldnt have any unexpected surprises like "oh **** looks like we overbuffed riven and now shes the new lee sin". As a result, about 90% of the changes are a result of refinement and slight changes in meta, not actual patch changes. Here we go.
Lee Sin - Slight slight nerf. His skill set is still very good, and his ratios were only slightly nerfed. I personally still think he is great in the jungle, maybe not as good in lane. But w.e.
Fiddlesticks - Still a gamechanging ult, still the strongest reliable hard CC in the game. I moved him down a bit because I felt that you just cant afford to build straight AP on him, and as a result that Dcap usually doesnt get finished and his damage is slightly less than his full potential. Still, he can wreck uncoordinated teams.
Kog'Maw - Fairly good harass in lane with a sustain support like sona or soraka, and his late game is unmatched. Instead of building Madred's Bloodrazor, you build like a standard ranged carry with AD and AS, but his W gives him HUGE added damage. Plus his range with W on is ridiculous. Probably the strongest late game carry in the game. Only problem is his lack of reliable escape.
Caitlyn - Surprised me. She really is the new MF... If you want a hyper aggressive lane, you want Caitlyn. Caitlyn Taric is probably the strongest EU bot lane in the game. And if you build her right, she can do some nice damage late game.
Talon - underestimated him last patch. He is what I would call the AD version of akali right now. He can quite literally burst squishies 100% when he hits 9 or 10. It is incredible. If you are an AP laning against him, I would watch out.
Galio - I really really underestimated this guy. He really is an amazing laner. He fits the tanky dps role somewhat well, can support well, and counters AP mid almost as well as morgana does.
Irelia - meh. just fading a little bit. The whole "rush triforce" doesnt work as well anymore because the high burst kinda takes her out. Plus I find it kinda easy to deny her in lane, provided you know what you are doing. I welcome people to prove me wrong.
Pantheon - underplayed, underestimated. He is still a REALLY strong champ, but for some reason no one plays him. Maybe its because he is relatively squishy for a melee champ.. Idk. Still incredibly strong at champ killing.
Taric - The ulti remake and reduced stun were not kind to him. Still a great support, just not tier 1.
Miss Fortune - Ah how the mighty have fallen. She got a "buff" this patch... but honestly. Who is going to build hybrid MF? Its still troll, even if it might work.
Mordekaiser - Still decent, but can't dominate the lane anymore, and he kinda fell off the map. I think his 15 minutes of fame is over. [EDIT: Sorry BR i forgot about you guys. MORDE ES #1]
Swain - Just not as good anymore. He can carry if you really know what you are doing, but he can be countered pretty easily. I actually outlaned him with Udyr at mid. Udyr. AT MID. Even if he got his entire combo on me, he could barely touch me.
Riven - The fix made her better, but she still needs a little bit more.
And for the new champion... -Drumroll-
Xerath! The Magus Ascendant! I put him in Tier 3 for now. I don't think he will have much impact on the meta like Brand or Orianna did.
Xerath - He actually plays very similar to Brand I noticed... One difference though. He needs to remain stationary to play to his full potential. That can cause serious problems, and I think it actually cripples him a bit. His damage is decent... His skill set is decent... Idk. I just feel like he is very predictable.

^ I really agree with these updates. Those are very sound updates.
The Irelia update is almost word for word my new opinion on Irelia, which is why I changed the build in my original Offtanks guide entirely :P

Lol @ BunkerBob ill throw it in the OP when i get around to it... It might become a pain to update and such tho because people stay in spots because they dont change, but the reasons they stay there might change.

Very nice tier list you got there, agree with most placements, but Kassadin is REALLY upper T2/lower T1 material after his buffs, especially in solo queue.
But then again, I don't know about Kassadin's popularity on US.

Alright Here we go. Patch .127 - Graves
Kog'Maw - He is just freaking ridiculous. Get any BF item and a PD on him and he will wreck your team. Just watch some of the IEM replays and you will see Kog destroy kids almost every game.
Udyr - He's the hidden OP. If anyone knows how strong he is it would be me. I mean seriously he just consistently gets out of hand and is just SO strong in the jungle.
Nocturne - Haven't been seeing much from him lately. Hes still tier 1 material, just... maybe there are not Noct players anymore (sorry Dan Dinh).
Brand - Continue to be disappointed by his damage output, especially when compared to annie. He is supposed to outdamage her, but I usually see the opposite happen.
Kassadin - ... I hate doing this because I personally don't think he is a great champ, but everyone seems to think he is the FOTM and I HAVE been seeing quite a few lately that do well.... Meh. Maybe hes the new mid counter?
Garen - Again, not seeing him much. His late game is questionable. Need to really dominate early to make a difference.
Riven - I've actually seen some REALLY good stuff from her after the fixes. Keep an eye out for more positive moves.
Jax - Hextech Gunblade = Jax. When you nerf one, the other loses power. Jax lost a TON of sustain and damage, even though the nerfs weren't TOO severe.
Corki - Never see him anymore. People do his job better again. He has good damage, but compared to the rest he has zero utility.
Xin Zhao - Outshone. Don't see him. Etc.
Skarner - Apparently pretty good in the jungle? Mana usage buffs are always great on spammy champs.
Xerath - Honestly the worst AP champ in the game. The only reason Veigar is lower is because he needs WAY too much farm to catch up. Xerath at least has a better early game. Pretty close to considering him the new Skarner.
AND FOR THE NEW CHAMP -drumroll-
Graves - Holy **** he's ****ing op. Not only does he have some of the highest damage output of any AD carry, but he is one of the best at staying alive, AND he has some of the best mobility of any of them. Honestly, I was so close to straight up putting him at the top. The only thing stopping me was that Kog had way more time to prove himself, and Graves is brand new.
