I picked him up only a few weeks ago, so I got used to him after the nerfs and I still do just fine. He is still plenty powerful and plenty tanky the way I play him and I'm sure that someone else could do it too! :)

Jarv and Irelia are both in the same boat.
They were Gods a few months back.
They got nerfed a lot.
Now they are not Gods :/

Last I checked, Irelia wasn't nerfed and can still turn into a raid boss.
She's good. Duff is not good. :P
There being better picks is only a situational statement. There are common scenarios where Irelia is a superior champion then those "better picks" for the team.
When it comes to tanky dps, strategic picks are definitely more relevant - None of them is a cover-all-bases pick, it depends on the match-ups.

Another addition I have yet to see: Jarvan. I play him a more OT/DPS style, which seems to best fit his kit, but you could go more damage if you wanted. I usually jungle with him too, as his ganks can be quite powerful. He isn't SUPER fast at it, but he can gank as early as level 2 and needs no help by himself. I have found him to be quite strong at counter jungling too, provided you ward enough to know EXACTLY where the enemy is. I have yet to see a really strong Jungle Jarv guide though, so good luck. I am working on one, but it is behind 2 other projects first so....
