I said its my opinion, out of those I am indeed missing Shen, Rumble, Blitz, Cho, Leona. I am going to add them now
Even if u play Jarvan, Amumu, Galio off tank they still are T1 cuz of abilities
Trundle, Udyr and WW you are ably to get blood razor, so I wont consider them a tank.. And they die faster then any of the tanks :D.. Ofc they are good at getting away, but thats not the kinda tank I want.. Jax is not a tank either... Hes just OP!!

Full Tank Garen is bad, he's ignorable, and brings almost nothing to the table. If you want a full tank with an execute and a silence, just pick Cho Gath... He's actually a good tank.
Offtank Garen, geared towards dishing out pain, has been proven to be a viable pick, even though I don't know how to play him and wouldn't be able to tell you how.

Howdy, hope you don't mind if a new guy drops in and throws his 2 cents into he arena. I find that trying to compare tanks on a single level is always sorta biased. The way i see it each tanks has different specialties and strengths but falters in other areas. For example, I find singed is more effective in ganking/dealing with stragglers and runners but less effective at defending a carry. Each tank has its role much like different support champions.
Garen, from what I've seen, has survivablity enabling him to hold more aggro without flopping over dead. His ability to deal damage allows him to contribute more damage to the team's output unlike other tanks such as Amumu who is mainly praised for his initiation and CC. To make up for his lack of initiation abilities a little bit of legwork and a few mind games can prove highly beneficial to his viability. Remember, it's the player who determines the tanking ability of a tank or off-tank.
Singed is great at keeping carry(s) alive.. A slow down, and a fling.. Also people try to avoid singed, so when he goes near the carry(s) they run.. And hes also good at getting the carry(s) kills.. Btw, remember I said a T1 tank and a T2/T3 tank in one team is perfect combo. And I made that list out of my thoughts its not a law. Just a theory of mine, I put a lot of thought in it, I promise, I might describe it more in my thread l8r..
