Yes, but that doesn't matter.
At about 1.5 AS you'd notice it, but it's more noticeable the higher you go. Try it with Trundle and you'll see it.

Yes, but it's only at that amount you'll NOTICE it. It's still there and reduces the effects of your AS even at low attack speeds.

Xin's animation scales with attack speed, BUT he has a (very) small delay on all 3 attacks. While doing them he gets a casting bar (like fiddles when channeling). That is quite strange (just like Kassadin's
Null Sphere, cast time without any actual channeling)...

You activate it and your dagger gets his animation immediately.
But that you have to right click after Cutthroat otherwise you have to wait till he starts attacking some close enemy automatically,... quite enoying.
