I'll be getting to work on checking Garen, too, while I'm here. Poppy comes first, since I still want to check that personally, though.
EDIT: Poppy confirmed to have AS increase the speed of her Q. It seems entirely based off of her normal AA animation, so that seems to be why.
EDIT2: Garen's Q does increase with AS, but you need to click on the target immediately after landing the attack. Otherwise, he stands there for just a moment. Well, at least he will on mine. However, that might be due to very short animation for his Q. It does seem to speed up with AS, though. Someone else can double check me, but I'm pretty sure I'm correct.

Nasus' Q actually is faster than his normal AA.
I know for a fact that even though WuKong's animation is different, it scales with AS.

You should know that most the champions up there don't heavily use attack speed. Trundle is the only one I would assume has a trouble with his animation. Most of the time won't build attack speed except for a triforce. Xin Zhao q is a buff so it doesn't reset auto attack timer, all it does is make his animation faster for crits (this is due to his character using a overhand swing for a crit w/o q and just jabs with a crit with his q). The rest of those champions spam their spells, so attack speed isn't their first priority. Most of those champions are built offtank, and not tanky dps so they want attack damage not attack speed. Spells aren't suppose to scale with attack speed, I mean you wouldn't expect Caitlyns q to go faster because she built attack speed would you?

Otherwise his animation is the same as normal attacks with the difference being that he has a VERY short delay on all 3 Q attacks.
I'd expect abilities that APPLY ON YOUR NORMAL ATTACKS to scale with attack speed.

Not the point, really. These are all skills based around AA, so shouldn't it make sense for them to scale with AA speed? Most of them do. Hell, Poppy doesn't have a different animation at all.
The difference here is that while "spells" don't scale with attack speed, these are buffs to your AA. They function on different mechanics. Therefore they follow different rules. They aren't actual "cast" either. They have no casting time, which is why they reset the attack timer.
Purpose be damned, this is about hard information. :P
