Seems to be if the skill has a unique animation it does this, but if it just applies the effect to the auto attck and uses standard animation, then it scales with AS normally.

Leona's attack animation on her Q does not change in relation to AS. In fact, it even has a delayed animation following the actual hit on her shield that makes it seem to take even longer than it should.
No real surprise, since she's designed to be a tank, but nevertheless, that's confirmed.

In the cases where it does not: the animation for the spell is slower than your attacks, so you could have landed a few attacks while the animation of the spell was going on.
That makes those champions scale horribly with attack speed, and that's dumb imo.
