Riven Guide
Riven (In-Depth Guide)
I choose the boots of Mobility just as standard boots, they are good for chasing, and let Riven get around to knock enemies into allies. If I'm playing a team with a lot of CC's or the like, I would get the Mercury treads. I definitely think that leveling the other two skills is more or less pointless over Broken Wings however, as I don't see the advantage of them over the damage and farming that Broken Wings provides.
The reason I think scaling broken wings first is not a good idea is because its really more of a gap closer. Usually your auto attack is more than enough for farming and by scaling this first your stun and shield will have a higher cooldown. Again could be personal preference but thats just my two cents.

Decent build however i do feel there are a few problems. First of all is your choice of boots. Riven's main advantage is her mobility and she is very vulnerable to cc, so mercury treads seems like a better choice. I would recommend you either take out swiftness and change it or put it in a optional item choice. Second is your scaling of broken wings first. I guess it could be something of personal opinion however i do think that your other skills are more important in the early game. Anyway a decent build overall.
