I wouldn't agree with her falling off late-game. Perhaps her damage does, but her heal gets stronger and stronger (since it's % based). Her shield is always going to be relevant and speed boosts/slows are always pretty great. I hear there's talk about adding a silence to Spirit Bond... that would be pretty freakin awesome.
Karma is interesting in that she's always a pretty great clutch support (massive shield, 2 charges of a beast heal to save lives) but she begins the game as a high damage AoE nuker/pusher and ends up becoming a pure support by late game. Once her damage falls off, you've got both Mantra charges for IMBA heal (15% on 5 teammates... TWICE?!?!) and you can spam your shields without worrying about hitting enemies (since the damage tails off). You'll have 40% CDR by late game, so using Mantra and shields in a pure support function will give you more utility than any of the other supports in the game (no-one else can shield, heal, slow and speed up on the same champion... it's crazy good).

She's pretty good as a mid, solo top and support to be honest.
Because of the heal nerfs on pretty much every other support her heal is actually not that bad and of course her shield is really strong. However she works better in a lane that allows her to get some farm. I've succesfully laned bot with Talon many times because the damage of those 2 combined is absolutely sensational. Cutthroat + Rake + a Mantra'd Soul Shield and a (possibly Mantra'd) Heavenly Wave works really well, you should try it out sometime. Of course if you want to play her as a real traditional support (not getting lasthits at all) that works but in comparison to other supports she lacks some cc.
The last time I saw Karma mid she actually beat Brand but then the Brand we had was pretty retarted. Still I think she's pretty good mid because she can safely harass from a distance and of course shield an heal herself to prevent enemies from bursting her down instantly.
Top she does well against melees without gap closers, I wasn't succesful against Garen though because his speed buff is so annoying and once you're silenced he will simply spin to win and ult and you'll be dead.

She's an amazing solo as her farming is amazing and manacost efficent nearly as much as morgana. People hate her because "she's a support" and "she doesn't have enough burst"
I presonally love playing her from time to time.

Karma can annihilate people just as much as she can save them. If you can't see that clearly, you have obviously never seen a good Karma. Honestly, it's quite ridiculous. People who use her as 'strictly' support are wasting half of this thing called Mantra.

Yeah, the more you play Karma the more you appreciate her name. She's all about balance. The Karma giveth and the Karma taketh away, hallowed be the name of Karma.
Figuring out exactly how much damage you can cause at certain health levels, how much you can take (since your shield and heal give you like 1000 extra HP at times... makes her one to master. I haven't even played her a huge amount and I'm doing pretty well with an AP Mage build, imagine the possibilities when you naturally understand the effect of her passive. Wow.

She can shield and heal her allies well enough without having a lot of AP, but she has so much damage potential that its almost a waste playing her as a pure support. Other supports also offer more CC so she's really not your first pick for that role. Laning mid or top (and farming) can allow her to deal tons of damage and heal her allies for even more :)

Karma is awesome solo top, she can win literally every lane she's up against and wins teamfights midgame alone with her huge teamfight presence(Strong burst, heal and shield and mass speedbuff/slow lol sup). Only bad thing about her is that she falls off lategame quite alot.
Oh, and she's the queen of trolls. Kite ppl with 1hp all day and laugh your *** off at them dying.
