Been playing Xerath for quite awhile now, if you press C in game, with all those item purchased, it actually shows 64% magic penetration, maybe 49% is true, i dont know, didnt do any damage calculation.

good build but one thing i would change
its pointless to get a Void Staff on him if you max your Locus of Power Second. JZWH is wrong.
The correct amount of AP is 739 AP

    73.80 AP from mana
    59.59 AP from runes
    435 AP from items
    times factor 1.3 from Rabadons

= 738.91 AP

I got the full set of items for quite a few matches, it adds up to about 700+ AP, Without baron or any other buffs.
