At level 1: 3% (Sorcery) + 6% (Intelligence) + 5.85% (runes) = 14.85% (note: thats pretty great)
At level 6: 14.85% + 10% (Ult) = 24.85%
If you manage to get blue buff that's another {16 + [.5*(6)]}% = 19%
24.85% + 19% = 43.85% already over the cdr cap at level 6. (If you can, get blue buff here)
At level 11: 29.85%
At level 11 blue buff gives: 16% + [.5*(11)] = 21.5% cdr
Thats now a total of: 51.35% cdr (At this point don't take blue buff, someone else will be able to use it better.)
At level 16+: 34.85% at all times with no cooldown items.
With the Evil Tome that becomes: 54.85% at all times
With the Evil Tome and blue buff that hits 79.85% cdr
Thats 39.85% cdr wasted if you get blue, but still 14.84% wasted at all times without it.
When I looked at your guide I realized you may be going over the cap because of a possible misconception on how Hiemer works.
In your guide you state
"....wait...you can't b/c you used your ulti and lost that CDR bonus..."
Heimer does not lose the passive bonus when using the active on his ult, that only happens on abilities where it states it does that in the description like Janna's Zephyr - "Janna loses the passive benefit while Zephyr is on cooldown".
(P.S. sorry if you already knew that)
Please don't get me wrong I like the guide just with Hiemer it is so easy to go way past the cdr limit of 40% as most heimers will get at least 29% by endgame with only himself and masteries, and I think you need to keep it a little more in mind.
Looks like both of us dislike playing our characters the non-optimal way... I like =D
This guide makes me want to play Heimer, and that's a proof that it's good =)
