I think he used to be when he was released, but he's been nerfed a whole lot since then.
I'd say he's fairly balanced, but honestly I don't see him much at all anymore. So I would imagine it's unlikely he'll be nerfed any further.

PSSHH... Jarvan is far from OP, he's more like UP. Last nerf hit him really hard (30 damage off both q and e). That may not seem like much late game, but early game its really noticeable. He still a good pick, but there are other people who do a much better job. I am not trying to get you to not play Jarvan (he's a Demacian so I automatically like him XP), but his damage isn't what it use to be. He is still viable, but not as good as let say 
Renekton, or Irelia. I would stick to jarvan cause I love his game play and find him so fun. However if you plan to rank then Irelia and Renekton are better picks.

tbh Jarvan is still good, although he has been nerfed. He just needs a higher skill cap now then when he used to and can't jungle as well.
I think the only solo top who does more damage then him and is just as tanky is Jax, who doesn't contribute as much to the team.

Yea, I see renektons do consistently better than jarvans, but I'd say they are evenly matched in lane. To date I have yet to see a Renekton not win his lane which I think is a good sign.

I would hope not because in my opinion he a a great champion that can be played many fun and interesting ways. I just hope he's not nerfed.
