I was thinking, "What about Frozen Heart instead of Randuin's Omen, giving up the chance to slow in return for much more CDR, mana, and always-on attack speed reduction instead of chance to trigger?" But then I realized you probably did it for the regen, since Poppy gets harder to kill at lower health and regen makes that even more so. Still, you already build lots of regen and the CDR and mana really are tempting... check out the stats and see what you think. Cost is basically the same (300 cheaper).
One definite criticism I have, though, is that since this is a Poppy built for defense instead of offense, I don't know how you justify using non-prime AP runes (seals). They are only 60% as good -- surely you'd benefit more from dodge or mana regen or something that is fully effective?
For your masteries, IMO neither Harder Skin nor Defensive Mastery are worth putting points into compared to, say, Strength of Spirit, which if I'm not mistaken is much better per point than the equivalent rune (seal) is per rune. As for Nimbleness, it would be worth it IMO if you had dodge seals and/or Ninja Tabi, which you don't, so I'm puzzled why you included it -- perhaps a remnant of an earlier build?
This build doesn't include any text at all; perhaps you could add something explaining the rationale behind your choices, including the runes and masteries.
Nevertheless, +1 for an intruiging and effective-looking build (considering that you are going for tanky instead of damage).
Ive seen only one person I know who plays poppy better than me and he uses a build similar to this one minus the rylias which not gonna lie i dont totally agree with but for your first question it works very similar to i guess a mix between both ad and ap playstyles in which u go in nuke down your target then stay in and use your q when off cd, and for your second question strategy during the phases stays the same except now your harder to kill for various reasons one of which is that you can now sit in bushes and get the gold you would normally have to be in danger to get. me personally i like ad and i have yet to try this style of build cause ive been trying to get my friends but now that i have one that i can just look up i dont need to ask him.

1. What advantages have you seen in playing her Hybrid considering most build her either AD or AP? As AD she can put out a ton of damage and she can stay in Team Fights. As AP she is a deadly single-target assassin but must exit Team Fights quickly once she has done her deed. So what can we expect from a Hybrid Poppy?
2. What tactics should we be using in the Early-Mid-Late Phases?
