Despite jungle exp getting changed, I still think the exp mastery will be useful for jungling, so I still think at least 15 points in utility will need to be spent.
Seeing as how the offensive tree now provides a ton of bonuses to AP heavy champions, I'd be willing to bet that the fastest Fiddlesticks jungle to level 6 involves a 21/0/9 setup. You'll still get the 20% longer buffs, and the mana/mana regen (or 2% movespeed if that's your thing), but you'll get a huge boost to your AP and overall damage output.
You could jungle 16+ in utility I suppose, but you'll lose 5% in ability power, and 6% damage to targets under 4% health, which, if you smite first, will be the majority of the time you're fighting blue and red buffs. (careful on counter jungles though).
Then again, you could trade another 1.5% of your damage for 6% CDR from the utility tree. Might be worth it early game.

Generally speaking mixtures of offense and defense will most likely be your best option on junglers.

Well, but you could also want to go into utility for movement speed at pre 6 ganks. And increased buff duration. It is now 20%, even more than before.

There really is a minimal amount of difference in terms of actual clear time. Or that's what my math tells me....
