If you cant get more than 9 points in utility its 5% longer than before...
7.5 secs on blue/red...

But playing someone like jungle fiddle you'll curse the change.

Jungle Phoenix Udyr, 0/21/9. So crazy fast and stable now. Oh and hey, surge = level 2 steal red buff. Or possibly level 3. Depends on what you feel like risking, and against which enemy jungler.

Edit: Even faster and more stable. It was always fast and stable.
