I see no reason to take Flash over Ghost on most top laners nowadays because most top laners have a gap closer or escape mechanism and need to stick to their target.
Irelia is one of the champs that have the best synergy with Ghost due to her ability to completely distract the enemy and have a huge fight presence with mobility.

Yeah Irelia mid is like totally insane. Anyway while I played Irelia in free week I used Ghost + Flash/Exhaust/Ignite and rocked few games.
