We also have that, germany at least.
Normally we say "two thousand eleven" (no "and")
But its also "twenty hundred eleven".
No real difference after translating it, though + "twenty hundred" sounds somewhat incovient compared to ninteen hundred.
In 19xx it was faster to use the "hundred-method", thats why it was used more often back then, I guess.

Unless it's extremely (like really extremely) formal, we just shorten it to 20 11, or 20 12, as is the case for the London Olympics, for example.
Also, how does going Month > Day > Year save time, anyway, when the important information is second?

Well in Europe there are a lot of different languages. In our country you basically say(If I directly translate it) Two thousand eleven, and we use Day/Month/Year sistem.
