Back before Dodge became rather irrelavant I would have said Jax was probably one of the best counters around. Dodge/Stun/Burst/Tanky basically a tanky DPS built to counter other tanky DPS...
Kite champions can work too, though because everyone and there ****ing mother has a gap closer you're going to have less success unless their stuff is on CD.

Or champs that own with an AS item like Madred's. Range are the best for the item but WW and Udyr can use it too because of their magic based damage through some of their abilities. Or their AS steroids ^_^
