Either way, solid HP and HP + resistances have different functions.
If my enemy only has 1 burst caster, and 4 sustained auto attacking DPS champs, I would be fine to get 5k HP, and 300 armor, and have absolutely no MR at all.
HP counters burst magic damage. Another reason WMG's is so good.

anyways for the sake of argument here I am going to through my opinion out in the ring
even post nerf Atmog's is still the best combination for a very specific tank role, since stacking Armor and MR become less effective over time (the drop-off for a good return is around 350-400) it makes way more sense to build health. more HP means harder to kill, so any combination of MR mana, and a nice active doesn't really fair better than raw health and damage scaled from health. This of course only applies if your tank is meant to be a true tank, that soaks up lots of damage and can still dish it out.
comparing a multi combo item set to Warmogs in itself is kind of odd, as they both have roles. A RO and a BV offer you some good disruption and resistances but they won't make up for the health you aren't getting.
I think it is fair to say that perhaps a RO and BV fit a larger set of needs than a Warmog's but as something that rivals the same role (true tanking) warmogs wins hands down. even post nerf.
However, if were talking an off-tank them perhaps, yes, having a RO and BV might suit your needs better, but this relies on a lot of factors. I would say that buying health is nearly always a solid investment across the board, so even there its not a clear advantage.
Also cost is a big factor, typically you don't have a lot of expensive items in a build, being that dependent on kills/farm is bad. Frankly I think if your going to build a RO or a BV you should pick one, not both unless your getting super fed.

Well to create a more fair analysis, if you're full tanking, compare Wmg's and GA to RO and BV, not atmogg's to RO and BV.

I slightly prefer Frozen Mallet and Atma's Impaler. I also absolutely LOVE (just kidding) health stackers. There are so many people health stacking these days and honestly thinking it takes skill. That just makes my nose itch, which is annoying.
Honestly, if I'm tanking, I'm not really too worried about getting that attack damage buff. That is gold that I could be using for something to help me stay alive longer as a tank so my Carries can kill the enemies. Dealing the damage is their job, not the tank's.
