Since the strength of an ult has a lot to with situations, skill, and builds I think I will add my favorite and least favorite.
in my opinion the best ult would have to be Kassadin and his rift walk. A free flash with damage! not to mention its versatility to escape, initiate, and tower dive. I am bias too though, as I use kass all the time.
and then the wort ult is Trynes. I hate undying rage so much, its cheap and frankly just asking to be abused. I usually start any game where a tryne is on a team by saying something to the effect of "god kills a kitten when someone chooses tryndamere" jokingly of course.....kind of
and then the most useless ult would be like mundo, perhaps since it saps his own life for buffs. really easy to misuse and kind of not worth it.

No Kog'Maw ulti? it costs 40 mana and deals 200 damage! it's an amazing ulti! one of the best. also Ashe's, it's a global ulti and it stuns the target it hits. Tryndamere! he has the most annoying ultimate ever! also one of the best. Ahri's ulti is like the ultimate flash! it's good for escapes and chases.

Kayle? A well timed Kayle ulti can negate TONS of damage. The trick is to use it when the are about to nuke someone, not when someone is about to die.
Favorite: Lux/Ezreal
Strongest, in my opinion, would be Trynda, Vlad or Fiddle. But they all need to well timed.
Weakest I'de say Mundo, Ryze, Eve, Skarner and Trundle.

Nunu's ult is the best ult ever.
I'd have to say that Man-theon's ult is probably the worst. It wasn't great before the nerf except for backdooring and killing random people but after the nerf, it's a real risk unless you're ganking a lane that has strong CC in it.
