I like your guide it seems useful. As for the glyph runes, and as a Teemo player check out my guide if you would like (actually pretty close to yours, lol), I like to do more Attack speed you are getting something that will benefit the entire game.

Also, I might add that by getting toxic shot first you are adding an additional 15 points in damage for every shot (goes with the AS runes also). Blinding dart is handy, but at level one the best it can do is make enemy's miss and do some burst damage, toxic shot does way more DPS and will make the enemy have to go back if a fight occurred before the creeps spawn. Also getting Blinding dart at level 1 can cause some mana problems in a few levels, I'd rather conserve mana at level 1 and use it later.
