I think what I, myself, and others sometimes forget is the strategy that involves buying early game items, then selling them later on to replace them with late game items instead of going directly after the 6 final items you want. my style with vlad definitly revolves around getting the fast Will of the Ancients, the quick Deathcap, so for me the added money and time spend on guise would be definit waste. I have no problems staying in lane untill i have the 1200, 1665 or 2100 for hextech revolver or will of the ancient. I am in the process of testing my vlad ideas, so I will definitly have an eye on yours. I am currently testing spellvamp quints.
btw have you checked the math on force runes + cd shoes versus cd runes + mpen shoes? I do believe the that the first option gives a greater damage output?

playing vlad at least 1 game in 4 and definitly every day I must say that i think your build is lacking.
the runes:
vlad's early game is his weakest point, so if u want cd runes you should go for flat cd as the difference in the end is very little and u need their max effect early.
the hp pr lvl seals however are better than the flat hp, since they actually scale ok into lategame.
the potency quints are quite nice and basic, but since u do not go into the utillity tree enough to get spellvamp in the masteries, maybe u should try grabbing some through the runes.
masteries:
since i do not use cd runes, but instead go for ap pr lvl seals, i have gone 9-0-21 so i can get cd from the utillity tree + spellvamp and xp to keep up as a solo laner and reach that crucial lvl 6 and 9 faster. but that, i think, is more of a personal choice.
items:
I already mentioned cd boots, again because i do not get the runes.
I definitly believe that both guise and visage is a huge waste of time unless you are getting pummeled into the ground by your enemies. first trip back should equip u with a will of the ancients and a pair of small shoes. or if the game is tricky, a hextech revolver and a small pair of shoes.
then u fast track in a large rod and a blasting wand, making a deathcap.
for preference i build zhonya's directly after this for the ap and protection. plus all the tricks it can do. but i think that is also just down to personal choice, you could go rylais after deathcap.
as an end note, the summoner spells:
ghost is for me the better choice if u want ignite as well. flash will let you jump around a bit more, but trigger ghost and sanguine pool and you will get the bonus ms from both plus 3 second of untargetabillity.
I love vlad and I love that people are willing to spend time and energy writing guides for the champs but I felt I had to challenge your concept of a good vladimir :)
