No chasing ability? Your the 'tank' in this build. You aren't supposed to chase. (leave the slowing to other people) protect your team, Plus there are few champions who can outrun Garen (with or without slows) due to decisive strike and judgment.
Boots of speed -> Speed is what Garen needs to initiate. Stuns? Your the tank. High ELO no one will stun you in a teamfight unless it's aoe. stun? slow etc etc.
And as I said, my build is incomplete. I would appreciate it if you wouldn't try to give input as to how a different guide is build. "Spin to crit" is a good DPS Garen guide, but I have not created this guide for DPS as I have stated it is for Tanky Garen.
-Getting the alacrity/armor pen masteries and skipping over the crit % chance and crit damage masteries. I don't get the whole skipping crit bonus damage for attack speed (doesn't scale on any abilities/autoattacking is mostly unimportant to him) and a minor armor pen %. % armor pen isn't worth it unless you're attacking another high armor target imo, and most likely you're not gonna be focusing the tanky guy in team fights. Yeah it's icing on the cake for your heavy armor pen build out of core items/runes/masteries, but is that worth more then higher crit chance/damage/higher likelihood for spin crits? RNG vs consistency I suppose.
-No chasing ability besides raw speed. Garen has zero slows, and Mallet or Trinity is a must on him imo, would swap out the ghostblade for one or the other
-Preference of boots of speed over tenacity. If your build is as good as you're saying it is, you're gonna get focused hard at some point. Judgement is gonna save your @#$ while you're using it, but while it's on CD you're more of a sitting duck for snares etc. imo. 3 movement speed also, again, seems like it's too much without a mallet/trinity. But it could work, as seen in the "Spin to Crit" build #2 on this site which combines the two.
All personal preference stuff though, because I don't build him like a wannabe carry. I prefer the whole offtank garen thing better, it scales better into late game and still lets you pump out decent damage. I could see it appealing to some free week/new players, but not to me.

You won't miss the cooldown reduction and the damage will be much better with the Impaler.
If you are doing Ghost, then you have no need of the active on the ghostblade.
