In new patch it seemed like it got huge buff.

Base attack speed increased to .625 from .613
Attack speed per level increased to 2.25 from 1.08

The attack speed per lvl is most noticeable and huge so will this actually improve him at all more free spells=good?

It wont be super noticeable.... better than nothing i guess.
