Its bugged. It was in patch notes and if you go in game you can see that his starting damage per second for ultimate is 50.
Don't hate, it's too big a burden to bear.

As it churns, it deals {50/75/100} {+0.25% AP} magic damage every second to nearby enemies for 7 seconds. The storm moves faster the closer it is to Viktor.

It states that after launch it deals 40/60/80 damage every second(+24% AP), while it should 50/75/100(+25% AP).
