I know that you can't go past %40. This is why I say that you're wasting CDR if you go with all glyph of focus or complete the glacial shroud into frozen heart. Keep in mind that one usually never buys frozen heart unless one really needs more armor than Zhonya's provides. I have played many games without ever buying frozen heart and thus only lost .9% of my CDR. The reason I still use glyphs of focus and do no bank on just buying items to get to 40% is because Heimer's cooldowns early game are what is important, not late game. Try starting a game without the 5.85% cooldown from the glyphs and one with. I would argue that the extra CDR early game is much more important than the CDR you lose late game. In fact most runes loose their purpose or become negligible once you get into late game anyway. Saying that glyphs of focus are bad because they aren't good the whole game, is like saying MP runes are bad because they really only do more damage early game.
From looking at your avatar I assume you are playing as Rammus in dom. It is true that heimer would have a tough time against a Rammus due to his CC. But I would like to point out that there really is no way to properly counter a rammus anyway. I will put in my boots discussion that merc treads are also viable, but I kinda just assumed that goes without saying when you have heavy CC on the opposing team.
That being said once I have completed both frozen heart and zhonyas, I have been able to tank AD champs very very very easily. Landing the blind and or stun is all that really matters when tanking or running from an AD champ. The extra movement speed from quints, masteries, and boots, give heimer enough mobility that he doesn't have to be tanky because he just runs away from a fight if it gets out of control.
First off, cooldown reduction cannot exceed 40% by any means. UPGRADE (the ult) gives 20% passive at lvl 16. That means, to max cooldown, all you really need is another 20% in items. So, all the blue runes you have are a waste.
You need some tenacity. CC is king in Dom.
You need more tankiness. Tankerdinger is really the only way to go these days. Heimer is otherwise just too squishy for defending. Heimer is really really good in the first few lvls especially top. You can hide and let the turrets do the work. But later in the game, the turrets can be killed with a single AD auto-attack. And without some personal defenses, Heimer dies too easily. Once Heimer dies, the turrets go bye-bye anyway.
I especially like the non conventional spell choice, gives me ideas how to play Heimer I want to try out.
I tend to play a real humble Heimer, focus on minions and turrets, low champ kill stats at the end of the game but often most total damage. This fits thanks.
