90% of the time it is. If you do it you pretty much have to 5 man mid tower and drop it.

If you don't, whatever lane dropped their tower is going to be REALLY ****ed. Your only option after dropping a super early tower is to ENTIRELY abandon that lane, and 3-4 man mid lane, drop it, and then you can go back to the other lanes.
If you wanna drop all 3 outer turrets you can, that's really the ideal scenario.

it works very well on heimerdinger. And duo-laning with smite/promote pretty much garuntees a 10 minute tower. Early game it is very difficult to take out a promoted minion
10 minute tower strats require a team who is willing to swap lanes, or a team willing to 3-4 man push mid and top after it's done, because when you down one outer tower, you have to down them all ASAP or you're not really gaining much advantage out of it.
