Let's use TF as an example. TF isn't exactly what you call a lane dominant champ, but he's strong during lane phase due to global pressure/presence.
Now imagine how borked he'd be if he did **** on most lanes -and- cause the enemy to play passive and die randomly in other lanes as well.
TF right now only has the second half. If he crushed lanes, he'd be perma ban, like Shen was, because Shen crushed lanes/jungled/ had epic global presence.
So, cut down his global presence, take him back into a more reasonable realm with a semi-global instead of a full on global.

Just force engagements guys!
Okay so let's say you just force an engage while Shen split pushes. If you don't manage it, let's say the other team peels, they drop some CC's like Cass Miasma, and they shurelya's the **** out, now what? You spent 10-15 seconds hard engaging and chasing and you got nothing, while Shen bashes your tower to bits. 15 seconds is a free tower.
No, "Just hard engage" is not a good enough answer to a complete global. Smart teams will just drive down top lane while Shen pushes bot.
Even if you do hard engage, what if they design their comp to be perfect for hard engagements?
It just makes it too easy. Your team is far too versatile for no reason. TF is -still- too strong because of his split capability, and his ulti isn't even global.
The strength of shen now is his laning.
He has ALWAYS had the best split push in the game, he used to just have a terrible time getting there.
He can fight 2 people by himself in a lane after 20 minutes into the game. What this allows him to do is split push, requiring MORE than two people to stop him from split pushing.
When 3 people come top, shen can escape, and his team can engage 5v2.
When 2 people come top, shen's team can engage 5v3, and he can hold the wave where it is.
When 1 person comes top, shen can continue to split push and possibly kill that person while his team just has to 4v4.
When no one comes top, shen can split push freely until he is needed, where he will global in, and then teleport back to splut pushing.
His strength lies in having a super strong mid-late game, and his ability to be a psuedo assassin and kill your enemy carry, along with his global shield teleport.
