Hard to say. I don't play him much anymore. Hardly ever. He just doesn't WIN lanes like he used to anymore.
Sion works against him (not rly counter). But Urgot can out-sustain him.
Udyr might be a good choice. Fast, has a shield and burst.
Katarina is good against him. You'll need really good reflexes though.
Kassadin works.
Zilean is pretty good.

As long as he builds full "herpaderp" damage I think Sion, WW, Yorick, Shen and maybe Irelia. Pretty much most champions with strong sustain.

WW might be able to as long as you run MS quints, the 3%MS in defense and buy boots early.
