Like so many people said range, and a silence beat ryze.
What I like to against him is go morg, farm up for a dorans ring and ward then base. Go back to lane and push Ryze to tower nonstop. Stick to the side thats warded. Save your blackshield and dark binding for ganks.
Also Olaf has his way with ryze. In teamfights just barrel to him and force him out of fights.

My answer to Ryze is 
Brand.
I can outrange and outdamage him before we get ultimates, and when do get them I'm still able to put up a serious fight. Unless he got someone like Udyr/Shaco in the jungle, it should be steady.
