Almost never. I conserve mana for when I need it. Especially if I don't have blue buff.

I sometimes get Chalice on Lanewick against Magic Damage enemies such as Vlad, AP Kennen, Galio, Poppy, Yorick or Shen. Once you have Chalice, you can constantly Q-harass or sustain if needed. There are very few enemies that can actually get you out of lane now. If you add a Mana Crystal (Into Glacial Shroud) it's absolutely solid.
I'd say, Chalice is in any case extremely awesome when you get ahead of your opponent. Even if they are 100% AD damage such as Riven. The mana sustain is heavy and let's you harass with almost no worry about mana.
Also, it's good if you are behind and you have any sustain-skill you want to spam such as Yorick E or WW Q.
Don't get it if you can possibly go on without it by simply playing a bit more conservative. Get it, if you can actually get a decent advantage out of it.

I actually bought it on Ziggs when I was losing a lane against Veigar, then after Chalice, I ended up winning the lane.
Massive mana regen, decent MR, it's an item that is really cost efficient too.
And I have been running that on Warwick back in the days before it was popular. It's a good tool for farming top imo.

Actually most of the AD champs have a way to preserve their mana (or runes) so they wont need it, tanky guys can run Philo and AP champs normally have the runes/masteries anyway or just get themselves manareg on another item like Codex/Tear/Doran's etc.
You can surely run it on someone like Galio and maybe on Urgot or another champs who need manareg and face early magic dmg, too, but considering everything above normally AD champs wanna go more offensive or get themselves early HP for their defense and AP champs have a great variety to choose from that packs more of a punch.
