I went looking through "C:\Riot Games\League of Legends\Logs\Game - R3d Logs", which I assume is the same, but I couldn't seem to find anything useful in them about ELO in the ones I spotchecked. I'm not sure if I looked at any normal games, but I did look at ranked games and they did not display ELO anywhere. The network logs didn't have that information either. There is a bit of information in the logs, but most of it has to do with the inner workings of the game or recording champion kills (there's the most information about your own deaths, because it logs the damage numbers in the death display).

I just generally use this site for norm elo calculations. ofc it can be off but it's generally close most of the time.
To make it work, find a screenshot like the one below or just play a normal game and look at your win to loss numbers. Input it into the calculator and you should get a rough elo for your normal games.

I googled it, you can't see it. Not that it matters :P
You can only see your ranked ELO when you have over 1250 ELO and when you are level 30 obviously :P
@Omagma: Why is that a glitch? I could see it when I played 3 games lolz.
