IMO, all blinks should be smartcast. It saves milliseconds which could save your life or lose theirs.

I don't play Katarina and I thought it was already smartcast by default. Kind of stupid by RIOT.

I started smartcasting when i was level 13, when i got jarvan. His flag knockup combo needs it.
