Almost every pro player uses it. I've been using it for months now and I'd have a hard time playing without it. It's more useful on some champions than others and some skills are better without it. Good examples are
Ryze or LeBlanc who pretty much require smartcast to play well.
If you want to use it you have to hold a button by default, but you can bind smartcast + skill to any key you want in the key bindings menu. EG I have smartcast Q skill on Q, smartcast W on W etc.
If you've ever played Karthus, his Lay Waste ability is smartcast by default. Most of Riven's abilities are automatically smartcast too.

Smartcasting works fantastic on combo nukers like Ryze that need to spam their spells or unload a combo very quickly. It makes a lot of your skills just a little bit more responsive, and can make a big difference when you get used to it.
There are some skills that shouldn't be smartcast. Event Horizon and Finales Funkeln are both abilities that you should pretty much always manually cast. If you need to see the range or placement of an ability before you cast it, don't smartcast the ability.
